Johnson+Southerland, together with HDR engineers, developed a 20 year vision plan for the Washington State Department of Health laboratory on the Fircrest Campus in Shoreline, WA, which it shares with a number of other State facilities. The scope included reviewing, assessing and proposing upgrades to the existing facility and building system, developing a needs assessment analysis of the existing services, envisioning the future of public health, and developing plans and budgets for possible future building projects. The scope of the project also included working with the City of Shoreline in developing a planned development overlay zone for the existing site, providing appropriate development standards for future projects as well as working with the other state departments which share the Fircrest Campus on land apportioning issues.

In 2009 Johnson+Southerland teamed up with the Miller|Hull partnership to carry out a component of the master plan, a 10,000 square foot addition to the existing laboratory. J+S acted as associate and design architect for the new lab facility which provides space for central accessioning and receiving of all samples for the lab as well as space for TB, bacteriology, virology, testing of unknown substances and analysis. In a previous project for the Public Health Department, Steve Southerland, acting as Principal-in-Charge for the Miller|Hull partnership, provided design and project management for a 12,000 square foot Newborn Screening wing completed in 2001.
